I think the reason for blocking such content is rooted in religion, which would explain Texas. In the UK (this may apply to Ireland, but I don't know) wicca is a recognized religion so it may be illegal to block such content. However, it's unlikely occult websites will be unblocked in the US until people realize that we aren't Satanists (in the form they've been painted in by the Catholic Church) and that this magick stuff is actually real, which could take a while since nobody believes the scientists who are proving that we aren't a bunch of delusional nutcases.
