There is no way that is more effective than the other. You will just need to 'experiment' and find which method works best for you. As stated- there is a plethora of cataloged ways to commune with the deceased.
Being said, I would definitely study the various or particular method(s) that peak your interest before dabbling, respectfully.
If you are not experienced you can open yourself up for all kinds of astral nasty's. (said warning given)
The best way is to start with Meditation, this is a must. Become proficient in this before going any further. Once you can slip into meditation easily, that's when you find your guides, these spiritual beings will always be with you when you communicate with the dead.

The most effective method of communicating with anything or anyone on the other side is the method that works best for you. This is one of those sort of things where you'll need to figure this out yourself by trying different methods be it divination, scrying, altered states of consciousness/trancing, deep meditation, astral projection, and numerous sub-categories.
Don't get frustrated and give up if the first few times you try get you no results. You'll need to really want this in order for you to gain the ability to do so.
On another note, ouija boards are not safe and have caused a lot of trouble. Don't mess around with them because they'll end up messing with you more. What I mean by this is that when you sit down and you start to use a ouija board, you connect with it on a spiritual level. You begin feeding that board your energy and who you are. That board will become a beacon of light and whichever spirit, god, demon, angel, or person gets to it first willbe the kne you're talking to, and even if you think you're talking to the person you want to, spirits can be pretty tricky and it's not hard to fool someone that can't see you. You open yourself up to unknown danger, and while you are able to shield and protect yourself, it's still not something that I would do personally because of the unknown and known dangers involved, bothof which are something to keep in mind about.
