Not sure about pronunciation, as Latin isn't something I studied... but as an English translation per Google you get;

The thunder of my wrath is the lightning of my strength, bring to me black clouds like night

As an addendum I would not consider this chant to be something that would draw in a storm. The wording lends much more strongly towards something to be used while a storm is present, to draw on/draw within its energy.
