Write your wish on the piece of paper, then draw a pentagram below it. Place the coin inside the paper and wrap it up. Seal it with the string or similar bind. Walk to a nearby pond, river, or other body of water. Say:
''Earth, Air, Fire, and Sea, now my wish shall come to be!'' Toss the wrap into the water and continue to dream of your wish.
Some people keep a writing implement of some sort at their altar. It could be a basic pen which, like a wand or other tool of magic is simply declared as such then only used for magical things. Or for some people who like the aesthetics or style might get an old-styled quill and well then make their own magical inks (like dragon's blood ink or Moldovite ink) to use. Or if they have a more artistic bent they might keep a small bit of artist's charcoal. ...In the end it doesn't matter so much though. The magic doesn't come from the pen- but rather the person holding it.
As for if such a spell might work, I have seen some slightly more elaborate ones that looked plausible, so I don't see why this one couldn't be. It is simple and straightforward but it is very reminiscent of a wishing-well spell or something similar. The idea is that wells, small ponds, and other bodies of water can be like portals across planes. So you place a wish at it (the note) and offer payment (the coin) for an entity of the well or water body to carry that wish to the other side to be heard. ... Like mailing a letter- including payment for postage.
Considering the premise, I would personally want to say something different while at the body of water, to properly recognize the process you are asking for and the payment you are offering. Knowing me it would be something ad-hoc and unplanned. As long as the meaning of the statement would be something along the lines of;
''I offer payment for service, please take my wish to the aether where it might be heard by a being who is both able and willing to help it come true.''
