Make a doll out of which you can control rain and sunny weather. This was an old Japanese myth. This one is modernized.

Remember, when you are making the doll, always keep saying:
"Oh mighty god accept this doll to become an order to bring rain or sunlight."
In your mind.
Take a paper tower and roll it into a ball. put the ball in the between of the other tissue and fold the tissue up (wrap it). Then, it should have a head and a tail which together looks like a comet with its tail. Now, twist the tissue three times where the tail and the head meet. Then, it is up to you to make a rainy one or a sunny one, and if you choose it to be a rainy one, tie the string neat the tail when you hold the other side of the string, the head should be pointing down. If you plan to make a sunny one, tie the string where the tail and the head meet. when you hold the other end of the string, the head should be pointing up. Now concentrate on the doll, put your hands near it and put the feeling of rain(wetness,humid.) or the sun(hot, sweating).
Then hang it outside the window, wherethe gods can see it.
It will start working either tomorrow or in 2 hours time.
For those times when rain is desperately needed. If there is a 40% chance of rain, but that just isn't good enough and the land really needs the rain, this will bring the rain and bring it hard, unless the area is truely meant to be parched.

Gather your athame or wand (I find that the Athame works best when working with the wether, but if you would rather use your wand or staf then please do) the four elements, a green and blue candle, and several large stones. Place the stones in a circle about yourself outside. Place the elements in their correct places on your altar, and if you desire, you could also get four candles for the quarters. Cast the circle and call the quarters by invoking the elental energies of each direction. Invoke the power of the Earth Mother and Sky Father and light the candles respectively. Enter the God position. Breathe deep and began to chant
''Mother Earth and Father Sky,
Here my words; hear my cry,
I ask for rain from high above
to fill the ground with waters of love
I call the clouds to bring the rain
bringing no loss, only gain!''
Chant at length. As you chant, slowly raise your amrs and your voice level until you are shouting at which point you should feel the energy. Envision the storm as it would be upon its'' arrival. If it helps you to see lightning do so, but truley emphasize the last line of the chant. When you feel you have raised sufficient energy, throw yourself to the ground and shout ''RAIN!'' and continue to visualize the rain. Then say as a closing line
''With harm to none, So Mote it Be!

Light the Red candle, write on the paper who who want to see the Fire. Burn the paper,
as it is burning, chant:" Make them see what cannot be, flames that leap to make them flee. Make (him/her) hear what isn't there. (His/Her) deepest worries came to bear!"
Write the following on a piece of paper, Apollo oh powerful God of the sun. On this day so cloudy, make sun shine all around. SO MOTE IT BE! (also add Apollo's symbol which is a circle with a small dot in the middle). Burn this piece of paper, as it is burning chant the words
gather up the ashes and throw them into the sky.
Climb to the top of a tree knowing what you are going to make out of the clouds. throw your hands up and say: Clouds so high above me, Make me a ____(what your going to shape) for all to see!
Walk small steps down the dock to the beat of your singing and sing this song.
"I sing this song upon the sea. Make it spread as far as I can see. Make a wave rise, tall and high, huge and proud and deadly wide. Make the people run and hide, from this awful, deadly tide".
Once done, throw your arms up the waves should begin to rise.
This is a quick and easy spell to stop it from raining.

To do this spell you must walk outside, raise your hands to the rain clouds and while you say this spell you must visualize on single rain drop stop right in front of your face and evaporate.
"Ancient Gods and Goddess hear my call, stop the rain- don't let it fall".
Keep saying this spell as long as you want and you may keep visualizing the rain drop evaporating if you want to.
This is a spell to stop rain from coming to a town right before it falls.

When it starts getting dark, chant this with lots of feeling:
"Gods of power, Gods of might,
I bid you now, stop this plight,
Stop the rain, we need no more,
Let it fall, nevermore."
Put a lot of feeling in stopping rain from falling from the clouds and it will not fall, it will simply move to a area away from where you are and fall.
