What you are looking for is the term "wand consecration ritual" google it and I'm sure you will find something that suits your needs. I would recommend reading a few to get the general idea and then write your own to use now and in the future for any other wand you may come across.

bless it with a ritual. in the ritual, invoke/evoke (idont know the difference yet -_-) the elements and the gos and the goddess and ask for thier blessings.
