As you are only a "newbie," as you have said, I would not reccomend you trying to cast a snow spell. It would be best to study other spells, and gain a more solid base in magick before trying to influence the weather.

This has been addressed in other threads, but I will repeat it. You can not control the weather.
Even if you could, why do you think you have the right to? Who are you to determine what everyone who is around you should experience? Do you think that you have the insight and wisdom to know the effects of changing the weather patterns? Weather, like all things in life, moves in cycles. When you go changing one thing, it effects everything else. You may have only good intentions, but good intentions does not excuse the effects of your actions.
I find responsibility and accountability missing in a great deal of magical practitioners.
As far as I'm aware, weather magic was a generally accepted practice. It is true we can't control the weather, but from what I've learned we can influence it.
I do however agree with Shawn's second paragraph. Assuming it is possible, there are a lot of effects to take into consideration, and a lot of consequences that could result from such a change in the weather patterns.
I have tried the snow spell once not too long ago, but I am not sure if it will work because I live in Australia and it's Spring nearly Summer! So Good luck on doing your snow spell and please tell me if it worked!
If weather spells are real, they would be limited to nature as well. You cast a snow spell, but you live in the desert or its summer, if it works, you will see rain.
Weather spells do not cause a single cloud to appear over your head, it would have to move a weather pattern into your area which effects the whole planet, causing droughts in one area, floods in another. It would also take a lot of energy to pull off. If weather spells work, its best to leave it up to nature.
Cultures have stories about 'rain dances' or spells to bring certain weather, but only in life or death situations were they cast. I love snow, but I wouldn't cast a spell because I wanted some flurries, it will come in due time. If you live somewhere where there is no snow, look into vacations or moving somewhere where there is.
