They're oracle cards, so there's no traditional way to use or arrange them unless the published deck itself comes with one of those little books that tell you so, in which case you'll have more luck reading that than asking us because you're the one who actually has the deck that you have.
That said, meditating upon the deck can get some interesting results. I read this one blog post about a cartomancer who got Dion Fortune's unicorn deck, which the blogger admitted was fluffy but just wanted to see what would happen if they connected with the deck spirit--and they did, and received very detailed instructions that answered many similar questions they had as you have for your fairy oracle cards. Like, the deck told the cartomancer to draw four "guardian" cards before every reading.
If you're intuitive, then, try to meditate upon the deck.
