It isn't open because the priestess must open it for applications.She will of course.

TessasMoon of course you will not leave Conjure, you are a council of Conjure, you waited it for so long, maybe you will be a normal member if you join Broom closet? Who knows?

Becoming a member of the council was the furtherest from my mind... It was a total shock to me that I was chosen to be on council! But I am very grateful to my Priestess and those who made the suggestion for having such faith in me!

Just choose the coven you want to join and click the link "accepting application", after that click again accept application.

But not all coven is open for everyone.
