You should read the literary series 'The Dragon Riders of Pern' those books will tell you everything you need to know.
You will love them! I do! Anne McCaffrey is the author...
Here's a bit about the series from Wiki, but you HAVE you experience it yourself... I'm telling you - Awesome! Especially for Dragon lovers!
*****************************************
The Dragonriders of Pern is an extensive science fiction series of novels and short stories primarily written by Anne McCaffrey. Since 2004, McCaffrey's son Todd McCaffrey has also published Pern novels, both in collaboration with Anne and on his own. As of July 2010, the series consists of 21 novels or novellas and several short stories, most of which have been collected in two volumes.
Some controversy has arisen over the genre this series belongs to. While the earlier novels in the series have a clear fantasy slant to them (low levels of technology, fire-breathing dragons, feudal societies), the nature of the prologue explaining the events take place on a colony world precludes it being anything but science fiction. The publisher (Del Rey) lists them as science fiction titles and McCaffrey herself describes them as science fiction and stresses the scientific rationales behind the world she has created. In more recent novels, the series moves toward more overt science fiction as the colonists rediscover their links to the past and develop much higher levels of technology.

Christopher Paolini is a popular writer of fantasy fiction novels including the Eragon series. Though creatively and beautifully written stories including Dragons, not exactly prime examples used for learning this path. Though excellent for entertainment. =)
A Dragon Rider in fiction novels is a human that bonded with a given Dragon. This bond was of friendship and usually a lifelong companionship, in which a Dragon only had one rider in its lifetime. In in hence of the term, the human companion rode the Dragon like one would a horse or Camel.

Also as in we can not control nor command Dragons, we do not become "Dragon Riders" either. Amazing and awesome in theory if we could, but this is also left for the fantasy fiction novels. I'm sorry.

It could also be a term referring to one travelling with a dragon in meditation journey.
