A psiball is a psionic construct. Psions deal with psychic energy alone, calling it psi, so a psiball is the basic way to manipulate this energy: gathering it in an area, shaping it into a ball, maybe even changing the quality of psi.
I think it's the best beginner's exercise, because magic also works by manipulating psychic energy like this. Only we tend to have prettier ceremonies. ^_~

can you make a psicube?

A cube made of Psychic energy is called a Construct. A Construct is a step up from a Psi Ball, with a specific shape other than a sphere, or a specific purpose.

then if you can make a psicube, can you make a psicone?

Yup, learning to shape and "inform" psi can give you all sorts of constructs... cubes, cones, warps, vortexes, psionic weapons, links, even psipets which are kind of like a servitor.
But usually after a psiball, psions learn to make psi-shields.

Shields are usually used to replace the natural barriers we let down in learning psychism, so that we're not so vulnerable to information overload... but also because some take up psionics as a martial art, and a shield is just part of gaining defensive skills with sparring.

Psi-shields are also useful if you tend to offend entities... you can inform the shield-construct to make you astrally invisible, or (even though it might not technically be a shield) glamorous.
