wands and stars

i have read in some books to make the wand it needed was a special day and astrologic events and other books do not speak about the need of a special day and about the stars
which of the hypotheses is more correct

I've never heard of it having to be made on a specific day or astrological event, although in theory depending on the purpose of the way you could in fact do so to help charge it.

For the most part, however, people make wands when they find the stick that speaks to them, and over a period of time as they gather things to add to it that speak to them, until they are confident it is done.

A special day or event isn't necessarily needed, though you could wait for such if you really want to.

That's for high magic, you'll see alot of that in the grimoires. For simple spellcasting, it's not necessary.
