Spells you make yourself have a better chance at working as you are putting your intent into the spell as you write it.

Certain spells are a bit hard to do. I try to stray from weather spells. They seem easy, but once you think about it, the weather is an earthly thing. The weather is the way it is for a reason. If it rains, it rains. I have found that there is a very small chance that a small thing like me can change something so vast such as the weather. I leave mother nature to that sort of thing.
But don't be discouraged. There are many other spells out there. As well, have you read up on how to properly perform a spell? Most seem simple, but having full concentration and a relaxed mind also helps.

Elements can be "controlled" to a certain extent. Rain, for instance has been created by "seeding" clouds; but it is too expensive to be worthwhile. Firefighters do "control" even quite large fires; but the fires now raging in Australia are "out of control".
Weather can often be forecast, of course! It is done every day, with a great deal of success.
But "control", that simply cannot be!

By the way, the weather can be influenced, not controlled, as Brysing said.

Though it can be influenced, I agree that it is best to leave it in the hands of mother nature. Even this influence on the weather won't make a huge impact.
