I'm not certain exactly what you are wanting to know here. Are you asking what magics are possible in Wicca? Or are you asking whether the religion of Wicca, and Wicca is a religion, has certain rules about what behaviors we can do? Never understood the "fluff" thing, but n Wicca we do spells, rituals, and ceremonial magic for starters. We don't believe n ddoing harm to others. We know there are better ways of accomplishing our goal. We also take into consideration the three fold law. Meaning what u send out comes back to u times 3.
If it has life it has energy. If it has energy it can be influenced.

The magic is manifest in the minds of these great authors and is always a demonstration of how great the human mind can be.
Charlie, the first thing to understand about Wicca is that it is a specific religion with specific beliefs and practices. If you aren't actually practicing the religion then you aren't involved in Wicca. While it is true that Wiccans can and do practice magic that is not the core of what it means to be Wiccan. Many of us do very little in the way of actual spellwork concentrating more on our relationship with the God and Goddess.
As for magic, there are indeed limits on what it can do. Magic cannot violate the laws of Nature. It can't make you fly, it can't change your DNA, it can't make you into a fantasy creature like a vampire or a werewolf, it can't make you live forever. But magic can help with luck, prosperity, healing, protection, and a lot of other things.

Wicca is a religion first, not a magical path. Wiccans live their life by the Wiccan Rede 'Eight words the Wiccan Rede fulfill, An it harm none do what ye will.' which is similar to the 'golden rule' basically if no harm is brought upon another it's fine. this can get tricky as some people interpret harm differently. for example, you cast a love spell over someone, you're imposing your will over theirs, and therefore doing harm. you kill animals for the meat, doing harm. you eat too much junk food, you're doing harm to your body. even smoking, drugs, alcohol, tattoos, piercings, and so on, are somehow effecting your body in a negative manner, so some Wiccans stay clear of them. one of the biggest arguments in the Wiccan community is eating meat. some believe one must live in balance, and since humans are omnivorous, occasional meat is fine, don't overindulge though. the second group feel killing an animal is against the Rede, so they're vegetarians. some take it a step farther and become vegan. point is, it comes down to your interpretation of 'harm none'.
the second thing Wiccans believe in is the Rule of Three, or Karma, anything you do, good or bad, will return to you three times over.
Wiccans also celebrate the seasons and nature more than spell casting, at least the ones i've met do anyway. there's a lot more thought put into spell casting, thanks to the above rules. example, a healing spell, while this would be good, if the person doesn't want it and you cast anyway, you're doing bad.
i'd look for a beginners guide by Raymond Buckland to give you more information on the path and figure out what Wiccans do compared to other Pagan branches.
