Why do some people on this site say that
Dragon spells and elemental spells can't
be cast but there on the web site search
page. if they don't exist, why is the
category there?
You can't become a dragon or control the elements, but you can work with them in your rituals, spells, etc. Spells saying that you can transform or control nature are posted by members that don't yet understand magic and how it works (or those that don't yet know or accept that magic has limitations and can't go against the laws of nature.)
From my understanding, dragons are astral beings. You can call upon them or ask them to work with you when performing magic. Likewise, you can work with the elements or the elementals associated with each element (gnomes are elementals associated with the earth element, salamander are elementals associated with the fie element, sylphs are elementals associated with the air element, and undines are elementals associated with the water element.)

If you are interested in working with these spirits or certain elements, perhaps you could try asking them to work with you or incorporate them into your works of magic.

Why do people say their Vamps and used a
spell to do so, but by the laws of magic
you can't change who you are?
They do so for the same reason that people post such spells, they think they work. They want to believe that they can become such a creature, even though it isn't possible, so they cast a fake spell and think they've become some mythical creature. It's not possible to change your genetics with a spell or ritual. If someone tells you that they have, they are lying to you.
