I need help understanding

I did a love spell and I was wondering how long does it take to actually kick in? and its been a few weeks and nothings worked? why doesn't it work?

Spells are rather like prayers. The difference being that a prayer is asking for help from a higher authority.A spell is a do-it-yourself operation, a sort of "ritual" prayer. Both sometimes work, sometimes not. And when they do work, they can often take an awful long time!

see my situation is kind of a long story and very difficult or well confusing so I did this love spell and my friend asked him how he feels about me and he still says he doesn't care. My birthdays in 14 days and i'm trying to get him than and see what's going to happen. is there something that I can do to reassure that the love spell will work?

All I can really suggest is a personal approach. In old days only the male was allowed to make an "advance"; but that is not the same today! So talk to him. Invite him to your birthday party.
But, if he doesn't care for you, then I'm afraid he is not for you. Here is a very old Native American proverb:-
"If you love something, let it go. If it comes back it belongs to you. If it does not come back, it was never yours in the first place."
Never mind the spells, talk to him; but don't pester.
