I'm not sure if I can answer you're question completely or very well, but enchanting an item is basically when you put a "charm" on it. On tv, it's things like the Weasley's family car and in book it's the spindle needle Sleeping Beauty pricked herself on. In real life, it's not exactly like that. In some spells/rituals, when you do magick, instead of putting energy around yourself or someone else, you can put it into an item like a necklace or something and when that item is used or carried, the energies of the "enchantment" help you to complete your wish through the item. That's the best I can explain it at the moment. I'm sorry if it's not a very good explanation.
