You can't. They are higher beings than us, maybe you could in the fictional sense, but you cannot make a real deity. Similar to saying you're wanting to make a spirit, you can pool your energy, but you did not make a spirit. If this was a typo and you meant "meet" then give an offering, introduce yourself and wait for a response. The answer can take time and many forms so be patient and open, above all, don't argue if it's a no.
Some people practice the crafting of God-forms, though i can't speak much on that in particular. however, i will contradict the comment that one cannot create spirits. Servitors, as an example, are a crafted form of spirit that are able to operate independently of the crafter.
We cannot prove or disprove spiritual matters, so the only ludicrous matter about creating Gods and Spirits is the way the concept is presented; it's up to each individual to choose whether or not to believe in thought forms, servitors, egregores, and God-forms.
Typically, however, most people tend to think that making a God-form takes a lot of time, energy, and people to believe in and worship said deity; some people believe all Gods were created by humans.
Try starting with a thought form, which is a pattern of thoughts and energy. You can create them passively, by subconsciously contributing to them, or you can do it actively, by focusing your energy in one spot and building a personality, traits, purposes, and forms there. There's plenty of materials on thought forms (there's even a good thread around SoM if I can find it again).
In that case I wouldn't know how to make deities since I don't think it's possible.
However I would recommend that you get into energy work and take it from there since I think you would like that practice.
MemsHearts as far as I'm concerned you cannot create a spirit. Like I said you can pool energy but this isn't the same as an actual spirit, it's your energy. It's like saying you gave birth to an imaginary child, it might be real to you, but it's not a living, breathing, child. Pooling energy into thought forms, in my opinion, isn't the same as actually creating a new deity/spirit/demon/astral being. Once you stop supplying it with energy it will disappear.
Servitors act indepenently. Generally, little of the energy they use comes from their creator. they can feed off an endless list of things from transactions, to ambient energy, etc. You have every right to believe that they aren't real or that they aren't a life of their own, but I wouldn't dismiss a practice utilized, with success, by many.
Deities often are just the result of people's belief in that the deity exsist. So just make people believe in that even tho it isn't true at first but you could probably just make your personal watcher one which is better than making one from scratch...
