There is more than one way to do this. One way is to join spell casters, get automatically promoted to council and post to your hearts content! You can also join another coven and become a council member after showing that you are credible, enthusiastic, willing to help and particiate. Heck, a lot of covens have a forum where you can post the spell and a council member or the priest/priestess will post it for you and credit you at the end of the spell. Often times they only ask that you pick one to three catagories, it be spell checked, and not fluffy. When applying to a coven though they have questions for you, you may also ask them questions as well, keep that in mind.
