I'm sorry to hear of your situation. However, and even if it may sound easier said than done, don't push things too much. There's no need to rush into practice.
You're still young and your parents will try to tutor you in the best possible way they can. Perhaps magic is not for them, so try to leave it as a very personal (and intimate) thing in your life. Eventually, you'll have the time and space to freely practice.
Meanwhile, it's a good idea to try to go through the basics. You don't need any equipment to meditate, grow internally, or get into some practice with the elements. Basic skills will prove incredibly useful when you jump into practice.
And for any witch in the broom closet: don't be discouraged at all.
There exist grimoires and full systems which actually require little-to-no materials. New Avatar Power would be an example. And I've read several other modern grimoires which only practice was through pathworking.
I was lucky I could freely practice magic at my home. Currently, I'm living abroad, and my flatmate doesn't know I'm into magic or the occult at all (and I prefer it that way), so I have to hide my craft. I still find time and material to practice without any trouble at all.
Remember, magic is inside yourself. Material needed is a huge help, but eventually will prove just as an extension of your self to aid you in your workings.
