I've been able to control the wind since I was 13 (waving in a certain direction and it appears, stirring the sky and it comes around me etc.) How does it work?
I've also been able to talk to a tree and it shakes to say no or yes. I want to learn how to control the other elements like fire or water. I've heard you can just not how.
Is there anyway to better these abilities? Or is there anyone willing to train?

I don't know where you heard of being able to control the elements is an actual thing, but it's not possible. You're not going to learn how to control fire and water or any other element and you don't control the wind. This is out of the realm of physical possibility.
Possibly speaking, where the wind is concerned, is growing to be more aware of the breeze of the wind. But not control it. That's simply fiction.
Hearing trees talk. If you look at it with animism in mind that's within reason. Spirit is everywhere and within many things. Trees. Grass. Rivers. Rocks. Etc. And if you listen you may be able to hear them.
If you are interested in working with the elements (not controlling them, as stated above this is not physically possible), you should start by doing some research in the specific area you are interested in. With research you can uncover many different entities and deities that have appeared throughout time in specific religious groups. You may find a connection with one and you can go from there.
An example, if you research Pan, which is commonly associated with wind, you might find more interesting parts about him that you connect with and you can then start developing your relationship with him and working with him. As far as speaking to trees, while they wouldn't physically answer you with a nod and such, I am a strong believer and practitionerof nature energy. I believe with work and understanding, as well as proper grounding and strong mediation abilities, you can physically feet the pulse of nature energy. I do this by placing my hands on the tree and meditating. It is how I work and develop my connection to nature and the physical energy I may borrow or return.
It would seem from a young age that you feel a strong connection to the elements, so I would enhance this by starting to do some groundwork and research. The basics are understanding and recognizing what is possible and what isn't possible and then with that foundation you can progress further. Many people become frustrated because they are working very hard at something and in the end what they were trying to accomplish isn't physically possible. Don't be discouraged by this let down, just use it now as a tool in understanding the physical properties of nature and your human ability.
