It's up to you which method you use to bless them.
There is the method of smoke. Using the smoke of an incense or herb to purify the item.
You could make up a batch of your own blessing water. Look into recipes of holy or blessing waters and tweak them to your purposes or use a simple recipe for holy or blessing water.
You could simply use the action of sprinkling salt.
There are numerous possibilities you have at your hands when looking to blessing an item.
Try one out and see how you like it. Try different combinations of things. Eventually you'll find a method you like or prefer.
You can also anoint them with the oil of your choice . For eg , if you want to bless her with protection, then heat some protection herbs in an oil of your choice . Strain the herbs after they release their essence (rather essential oils) . Anoint the candles with the obtained oil while doing a suitable chant . Your blessed or charged candle is ready .
Just be careful not to put that on the birthday cake.
Simple way to bless them is either hold the candle or candles in your hand say a prayer hym or the intent you want. Putting conscious thought and energy through the palm chakras will give them a good charge.
Another way use oil to rub them downwith saying something like above if what I said.

As stated previously there are several ways to bless/charge candles with energy. Passing them through smoke will cleanse the candles and prepare them for a blessing or charge of energy. Once cleansed a spoken blessing charges the candles. An asperges is when one sprinkles a person or object with holy water to cleanse and bless them. Dressing or anointing the candles with an oil is a possibility however an edible essential oil is required as the candle is usually placed on a cake that will be eaten. I suggest Basil, one can make a diluted essential oil with dried or fresh basil leaves and olive oil. To create this infusion simply soak the plant matter in the oil for a moon cycle or at least three days. Dress the candles from the bottom to the wick by rolling them in you palms. Basil is a great choice because it's usually found in most spice cabinets and it's usages include protection, love, money, the third eye and extra sensory perception development, as well as an ingredient in flying ointments.Please always use caution when working with an open flame and never over anoint or dress the candle. A thin layer of oil is sufficient. Charging the candles in the moonlight, with crystals, or on an altar with other items is another way to bless an item or object. One can even just hold them saying a prayer or chanting to charge these objects with blessed energy. Using one or more of these is the choice of the caster, some may say one specific thing is sufficient however I believe it goes far beyond what you bless the candle with but the ceremony of it all including the group raising of energy as we sing Happy Birthday and the wish is focused on before the candle is blown out.
