  • Candy
  • Water in bowl
  • Nighttime

Light candle. Put candy in water (take the wrapper off) then drink the water. Say: "I call upon phantoms to become a dragon of your kind!" Three times at night

you can't become a Dragon, not even a ''phantom'' Dragon.

You cannot physically transform into a dragon. If this is meant to be spiritual since it is called ''phantom'' dragon, it does not work either. You need to do more than say ''make me a dragon'' to mentally shift. If this is to transform your spirit into a dragon, you cannot do that. If this is astrally, this is incomplete. Saying your intention would be step one.
