Is there a way to sever this spell if it is no longer needed? And what if you no longer have the jar but the popsicle stick is still in the mixture?

A spell like this generally only continues as long as you keep putting energy and focus into it. (IE; shaking the bottle and using the chant). Severing/ending the working should be as simple as dumping out and rinsing the bottle clean.

If you for some reason no longer have the bottle, even if it is still assembled, the effect would likely fade over time naturally as you are no longer there to maintain it. Sort of like one of those flashlights with the crank in it. Even if you have spun up the battery to a full charge, the light will only stay on for so long.
