No, magick cannot do things like this.

No, you cannot. Magik does not defy nature. Time is linear and you cannot change or alter the flow of time with magik. No amount of belief will change this fact. Real Magik brings natural changes, and a human freezing time by believing they can is not naturally possible. Changing how you perceive time is possible, but it will not change the actual flow of time.

Sorry to break it for you but magic does not help you stop time and this is probably impossible
