Potion making

Hi. I was wondering. If lets say you make a potion to spill all the secrets the person has if they drink this potion in any many. How do you make the potion actually work?

I believe he is asking, if we make a potion that makes or helps someone reveal secreates, how many of our potions have worked.

No. I'm asking how to make any potion work.
I'f I just throw together water and red food
coloring and said "ok this is a truth spell.
Who every drinks this will tell the truth."
I know for a fact that that mixture would not work
because I didn't cast a spell to make that mixture
a truth potion. Get what i'm saying. I'm just using the
truth potion as an example.

So how dose one make the potion official?
