If you are apart of this coven you will automatically be placed in (Council) position, after you are, then go to the "Spells" tab and click the "Add Spell" and there you go.

Just make sure they are complete [spelling, grammar] and working spells. [No spells like transformation or flying for example] spells are hard to edit once added, and since only the site admin can delete non-working spells they pile up. Blessed be.
