No, just because you cast spells doesn't make you a "witch", this is because witch is only a label one gives herself/himself.

Do you want to call yourself a witch? Yes? Then you're a witch.

Witch is just a title, some don't even cast spells. If you have a thirst for knowledge and an observance of nature you're a witch. [At least that's the closest to a definition I could come up with] at the same time, if you just like casting spells you could call yourself a witch. There's no real checklist to see if you qualify. I know plenty of spell casting, dance under the full moon, praying to multiple deities witches as well as atheist non spell casting witches. The only real constant I can see is knowledge seeking and nature observing [not 'worshiping', 'observing' like you can look at the clouds and tell if it will rain]

Umm..I believe to actually be a witch is a lifestyle. Like, you know, being totally devoted to magik on any aspect of it you may want to cover and to accord it years of your life to become experienced.

Unless you are really devoted to magik,"witch" is just a title you may label yourself as,or not.

It is not the spell casting that counts,to make it short, but rather about how you feel regarding yourself and magik.
