depends. potions are basically 'liquid spells' so a hand cream, soup, or oil could all be considered potions. i would also make sure the potion is safe for ingestion since many aren't meant to be consumed. some are to be anointer, or poured into a bottle and carried. is there a specific type you're interested in? [love potions you drink, cleansing brews, healing lotions]

As Neko pointed out, potion creation works similarly to that of spell creation. Now then, if you drink ginger tea and focus on it healing or curing a cold, you essentially are making it a potion by strong intent and visualization. Think of it as a liquid form of a spell.
