As Lark said, if it is in the public areas of the site (forums and chatter) mods can take appropriate action to deal with the issue. If it is something that is occurring via the site mailing system, for example, only the site admin can deal with it. The mails need to be saved and then he needs to be mailed so that he can review the offending material and take appropriate action.
