This belief is called sycretism.

Personally, I think I am a sycretist, though not what people would describe as a ''hard'' sycretist, infact very fluid. I'm not quite sure on the idea since I have been working more deeply with Aztec deities and the vast range of them that there is, each with their own individualities, but I still think I am holding on to the idea.

Since everything in creation is apart of the source of creation, one but many. Then yes, you can say all gods are apart of one primary "god". But then those who believe this respect EVERYTHING as apart of the creator and therefore respect all of nature, all animals (including people) as apart of the creator.

Then you have those who don't believe in separate deities and see them as archetypes to pinpoint one of the many facets of a single creator.

Personally I believe in the first. I do believe in separate higher beings, but they are all interconnected, as is everything, to the one source of all creation.
