If the reason you resent this little boy is because he is a bully then maybe before you cast that "hex" you should stop and think: will doing this make you any better than him? I mean usually when someone decides to "teach the bully a lesson" they don't realize that by doing so they become the bully. Most don't know when to stop when they "take a stand" against the bully. And if you want to cast a spell that will make him wet himself, then just wow, that's too far. If you wish not to stoop to his level then you should confront him or his parents about his actions. And while you're at it you can look on the internet for ways to stop wetting the bed, there are man helpful sites you can find.

** I would however recommend a binding spell in order to bind the cousin from taunting people. There are many ways of doing a binding spell. Take a look on the sites spellbook and look at binding spells. I would recommend a simple one that has a couple of steps for example bind something that belongs to your cousin to a living plant so that the energy for the spell is coming from the plant but you have to be clear about what you want your cousin to stop doing in order for the binding spell to work.
