It's an intraqulity spell. Is this Friday good?

There is no such word as intraquility. You mean chaos or a state of unrest. You seem to want to bring about blessings of an unbalanced nature. You will want to use the waning to dark of the moon for magic such as this.

The moon is no longer in the waning stage, so if your spell requires that it be done during the waning stage you will need to wait until the full moon which falls on August 20

it has to be on a friday so is the 23rd ok to cast it? Also it says Time: Venus. Does that mean at 12 midnight?

You can do it on the 23rd or you can wait until the 30th when the moon is closer to the dark.

do i need an alter? What do u put on the alter other than what the spell told me to put on?

Friday the 23rd would be fine.

But the planetary hours are a bit more complicated than that. The hours of Venus on the 23rd would be the 1st, 8th, 15th, and 22nd hours after sunrise on the 23rd. And of course the hour of sunrise would depend on where you live.

If the spell calls for you to have an altar then it would be a good idea to have one. Unless you have some particular beliefs associated with altars then nothing would be necessary other than the items called for in the spell.
