As I will so mote it be.??

you could tie them together like a smudge stick, taqke some string and tie them tightly together, then light them with the candle, let it burn for a couple seconds then blow it out so there's only smoke [like incense]
the black pepper though, i'm not too sure on. so, what you might have to do [since i'm guessing it's not a cinnamon stick you're referring to] crush the pepper. dry the rosemary and lavender [you can get ginger root powder] crush them all [mortar and pestle would work, but you can crush it without one] then you could light it with a match, but i wouldn't trust that, so maybe use charcoal. light some charcoal, so it smolders, then sprinkle the mixture over top for it to burn.
those are my thoughts anyway. if you want to ward off evil though, you could make a smudge stick, if you want to chant that's fine, then waft the smoke into every corner of your house, or you could put salt on your doorways and windowsills. anyway, good luck with the spell, i might try it out.

Try using some charcoal powder or a charcoal tablet to burn the herbs over. You will need to light the powder or tablet in a fire safe container such as a cauldron or censer then place the herbs on top so they will catch. This will burn the herbs like an incense. There will be smoke but no flame.
