Chatter Rules Questions

As I was reading the chatter rules, and I came across this:

"To allow all people to communicate with each other and to ensure that civility is kept, English can be the only language used."

While I understand that using English is easier for everyone to communicate, would using a different language really set people off enough that their civility would not be kept?

Furthermore, would I get gagged for relating to a phrase like "Man ist was Man isst [Man is what man eats, German] " in a healthy, nice way?

As the site is written in English the visitors or members must have a general understanding of the language so the rule insures everyone is understood as they must know some English. Also to speak of illogical ideas if someone starts speaking in another language you can't understand you might jump to the conclusion they are insulting people or yourself. Of course private messages are possible but people rarely think of such things when events like that occur. Still the rule is really for convience of the members as a universally or member known language allows easier communication. I doubt speaking another language would insult or aggravate members too much, but better safe than sorry.
