no, not everyone has a Guide dragon. most don't practice Dragon Magick, some don't even believe in astral beings like dragons. a person who practices Dragon Magick will eventually meet his or her Guide dragon. the Guide dragon, as the title says, is there to guide you in your studies. Dragon Magick is very solitary, most people will never join a clan [coven] so you learn by communicating with the dragons in the astral. eventually, an older dragon will join you on your path to help teach you.
they can hurt you, but they won't. it's similar to asking if your spirit guide can hurt you, yes, but they're there to help you, not harm you. your Guide dragon is a life long companion, there's no reason for it to hurt you. [unless it's into tough love] above all, keep in mind dragons are ASTRAL, so while they can hurt your astral self, it's like being injured in a dream, your physical will remain unharmed, you might be a little shaken up when you come to, but you're not physically injured.
hate to break it to you, like spirits, some people can't see dragons, it's just how your eyes work. you might be able to sense dragons, or hear them, but not see them. this being said, you could try calling to dragons, leave an offering in the window to have one drop by. personally, i can see my guardian when i'm meditating, or just finished meditating. when i'm walking around the house i can sense him, but can't see him. astral dragons visit the physical on time to time much in the same way we would astrally project, so one might drop by for a bit, but you'll have better luck if you astral project.
what do I have to do?
guessing you mean to meet a dragon, astral projection would be best. when you project, think of the astral and you'll go there. from there, i'm told, what you wish to see you will, so if you're going to speak with dragons, you'll go to some place in the astral where there are dragons. myself i only project to speak with dragons, and have never run into anything else, so i guess it's true. if you mean help see them better, not too sure, but i guess it's similar to strengthening your clairvoyance, chakra work, maybe some teas and psychic exorcizes.
And your guardian dragon?
not 100% on this question, how do you see your Guardian? he'll just show up one day. as far as i know, unless there's some ceremony i'm unaware of, your Guardian will just show up and say hi. one day a few years ago i was meditating working on my chakras and a suddenly saw a dragon, i kept meditating and it hung around. when i opened my eyes it was there. after a bit [15 minutes or so] i couldn't see it, but i could tell it was still there. been that way ever since. the Guardian dragon is a young dragon that protects your home from negative energy, it's rather small, normally the size of a puppy or cat, and like any puppy, it's rather hyper and tends to knock things over. [but i have a hyperactive cat and two spirits also in my place so i'm use to it by now lol]
