If you want to understand everything about magic you have decades of study ahead of you. Find yourself a good teacher, not on the internet. Maybe one day you will.
A teacher is a good idea, but not strictly needed, i never had a teacher. If you cannot find a good teacher, which is likely because good teachers are hard to come by these days, then the best advice i could give you is reaserch. Reaserch as much as you can. Then after you have a good base knowledge start practicing meditation, concentration, visualization ect. Then you will be able to try some spells

There are no "levels" in magic. That is something straight out of role-playing games.
You gain experience and knowledge by reading, studying, and working very hard for literally years. If you've only been on this site for a couple of weeks you've barely scratched the surface on the topic of magic. How fast you learn more depends entirely on you and how willing you are to do the necessary work.

That would be cool though lark... I always wondered how awesome it would look if i'm walking down the street, I do something random, and suddenly, giant golden letter spelling "WARLOCK CASSANDRA HAS LEVELED UP!" appears somewhere in the air above me, with some cool background music.
I completely agree with the people above. Before you even think about getting into the more physical aspects of magic. Do a lot of mental studying. You really don't need a teacher, all you need to do is some research. This may take months even years but gain as much knowledge as you can. You will then know when you are ready to do a spell, cast a circle, do rituals, etc... Trust me, the wait will be worth it. Also, the years of studying actually goes by really fast, because it is fun (well at least to me it is :P). Me personally, I really do love the idea of you being your own teacher, because you won't have to be taught a traditional way of magic, or you won't feel restricted, you make your own rules... but at the same time you are responsible for you and you only... so don't do anything you might regret.. But, yes research is the key to do successful spell casting!!
