I just started to learn about Wicca yesterday 5~13~14. I am now reading a ton of PDFs and books on Wicca. I was wondering if it's possible for me to be skilled enough by a months time (6~13~14) to start casting spells and such. Than I sha continue my journey and practicing to ensure I get better.
Wicca isn't about casting spells. In fact many Wiccans seldom if ever cast a spell. Wicca is a religion and those who follow the Wiccan path do so because they wish to honor the Gods by following the beliefs and practices of the Wiccan religion.
And if you decided you want to cast spells and stuff then yeah! What's stopping you from doing it now? Casting spells, evoking/invoking/summoning, meditation- you will get better at it the more you do it.

You can be a witch and not Wiccan. You can be Wiccan and not a witch. Witchcraft and Wicca are two very different things that can but do not always go together. In fact, Traditional Witchcraft is entirely different from Wicca and is considered a loose belief system, albeit not a relgion with dogma and doctrine.
And if any of those PDFs are written by Silver Ravenwolf, delete it and forget you ever touched that warped literature. There are blatant lies in her work and it always confuses people like yourself that are entirely green to the craft.
Since you just started, you need to make sure it is even right for you. Read books on Wicca all the way through first before trying anything. If you decide that the religion isn't for you, then you can decide to just practice Witchcraft without Wicca. One does not have to be Wiccan to cast spells. However, as others have stated, you do need to learn all the basics before doing anything. Magick can work without that knowledge but it might not work all the time or you could get unwanted results.
Therefore, read as many books as you can if you can get a hold of them. Many public libraries have pagan/wiccan books and online there are many you can find as pdf documents (though that is illegal). Scott Cunningham's books area very easy read for beginners and his Wicca and Living Wicca books are a great start.

I personally took years before jumping into casting. Someone else may do it off the bat. Others months. Obviously the longer you practice the better you will get and the higher chance of success.
I would say no, as you need to learn how magick works by studying basics; such as in this post; forums/ general info/ Basics Expanded. Also Starting Out is good in the same area of the forums. I have a meditation exercise on my bio page that is easy to do, and is done to clear the mind and relax the body. It is important to have total thought on the intent of the spell, which meditation is good for. Learn, study, then practice. Meditation can be done now. Its a good way of learning to focus.
I want to point out that Wiccans are witches. Whether they choose to do spells is each one's business, but the religion is a modern pagan, witchcraft religion. It was developed in England during the first half of the 20th century and it was introduced to the public in 1954 by Gerald Gardner, a retired British civil servant. So yeah, all Wiccans ARE witches. But it is true, too, that all witches are NOT Wiccan. Wicca is a religion, while witchcraft is a practice.

If you are asking that question then you are not ready. Intent is the most important factor in casting a spell and if you arent sure 100 percent then it will fail anyway.
