Freeze toungue Spell

If someone was to do a court or spell to silence liars with a cow's toungue when would be the best time to do

Lets say i was have
the tongue,
vinegar,
black thread,
9 sawing needles,
dry chilli peppers.

Its almost a full moon now, tonight (where i am)

Well, usually the moon is used:
Waxing gibbous - for smth to grow
Full moon - for spell reinforcement
Waning - for smth to disappear

BUT since in your bio you state "I have no knowledge of Magic, spells... " - wouldn't recommend you spell casting..

If you are so stubborn about it :D - at least do some research and read more about freezer spells. Compare them, try to understand how they work. Use the one - that is logical, with logical ingredients (I mean - they are used for clear intentions, not because they sound cool). Read about each ingredient - maybe it does the opposite.

To answer your question - I would use either fool moon or waning gibbous.
I wouldn't use spell to harm others, but just to stop them.
In your case - vinegar and peppers are used to harm...

Your not assuming i have ill intention are you? :)

I thought the cow toungue spell was only to stop liars and slanders trying to influence other people, NOTHING else and more less freezing out a person's ill intention.

There is no prayer in Judaism that permits a person of the covenant to ask for or permission while invoking hashem to do harm to anyone , we can only pray to remove their evil intention, so a freezer spell to stop a threat is perfect, as long as no other deities are prayed too.
How ever, if the person intends to just do evil and more they will feel instant reversal of their designs, we have a daily prayer during shaharit that asks G-d to destroy them at their path if that is what they want and leave us protected.
