Substitute

If you don't know your targets full name could you use a picture instead as a substitute? And will the effects be stronger or weaker?

Yes,most likely the same if not better
I find pictures to be a stronger link

you can use pictures, names, mental image, items of theirs, parts of them (hair, blood, spit, nail clippings, flesh etc) the list of things you can use as subtitute are near endless if you wish to cast a spell on them whether it be bad or good.
