well for one thing Cupid is a god [god of desire, son of Venus and Mars] so i don't think you can summon him. if you're trying to force him to be present in your circle, i think he's ignoring you because you're being incredibly rude.
if you wanted to work with this deity, i would research Cupid, see what he favours and offer it, to him. if you simply wish to cast a spell calling on him, be respectful and leave an offering in thanks. if you wish to work with him further, i would look into regular offerings, prayers, an altar to him, and so on to try and build a connection. [if you have a specific worship space, meditating by it can also help]
