What's the best moon phase to cleanse your relationship using figure candles? Waning moon to release negative energy and blocks?

It depends on what your desired outcome is. If you’re trying to cleanse the relationship like you said, then yes the waning moon, but if you’re trying to develop a better relationship then the waxing moon is better.

Cleanse the candle itself to prepare it for a spell? Any time works, really, but either the full moon [which is when most consecrate their tools] or during the waning phase as energy is being drawn away. As for using the candles in a spell, as mentioned above, it depends on what you're using them for. To bring new energy into your relationship, waxing phase. To take away energy bogging down the relationship, waning phase.
