A familiar

During one of my morning walks,I saw a cat that was very friendly towards me.A few days ago I telepathically communicated to call it,and it came.

How do I know if this cat would like to be my familiar,If so how do I make it my familiar?

Would it be fair to assume that this cat could be my familiar if this cat is someone else's?
