I would like to know that methods and or equipment are needed to speak with paranormal entity's? must I be born with a noetic eye or can I develop one?
I developed my third eye by meditating with amethyst on it. I do not recommend this.
Start with learning to feel energy theres several exercises you can find on YouTube.
Also I advise learning to shield, banish and cleanse first that way if you encounter a nasty entity, you will be safe.
You can speak through invocation or evocation. The first calls the spirit within you while the second evokes them outside of you. I only recommend this if you are more intermediate and can tell real spirits and imposters and parasites apart.
I wasn't looking to find an individual spirit per se, rather I was looking to find out if there were any around me or attracted to me. I want to sniff out any entity's that may be active affecting things in my area, if that's even a possibility.

GoldenLion is absolutely correct about the use of amethyst for stimulating the third eye, it can be effective, but as stated, not recommend unless you are truly ready to dive deeply into that work. GoldenLion is also right about the importance of shielding, banishing, and cleansing practices.
If you don’t have the gift of sight, one tool I recommend is the Ghost Hunting Tool app, available on most phones. I mention this because I’ve personally witnessed entities interact with it in very real and physical ways.

LionSquid makes some great points. Necromancy and Psychopomp work isnt entirely for beginners so OP might want to start with some Magick centered around life or nature first so that they can transmute any death energy that lingers and so that they can occasionally purify their own energy. Imo Persephone is a great Goddess for beginners to this path because she is attuned to both life and death however I am not a necromancer so take what I say with a grain of salt.

Cleansing: this is purifying your space. You are closing the ritual and any gateways and then clearing out excess energy. I do this by saying the following "I am now choosing to close this space. Thank you to all who have assisted me. If there is any Spirit here which I have not invited leave now in the same of the Most High" and I then visualize light, fire, etc cleanse and consume energy that lingers. The Most High here refers to your Highest Self. I combined Indigo Priestess and another Practioners methods for this however the other Practioner is anonymous now.
Shielding: basically this is a protection which protects you against Magick or Astral attacks. You can also modify it to stay hidden from other practioners. I use a multi layered approach with various Deities and energies. For you I will link a bit more of a basic shield. Just affirm that your shield shall keep you cloaked from malicious entities and practioners and that your shield is sustained by the energy of the Sun/Moon/Stars so it doesnt drain your personal energy too much:

Banishing: essentially this a way to expel malicious spirits or imposters. advanced practioners may engage in astral combat but for newbies, its safer to just banish. I use EA Koettings method where one draws energy from their surroundings by visualizing it as white light and expels this energy in the direction they sense the spirit, this essentially banishes it and for good measures you can visualize sending it into the Sun or a Black Hole.
