I find the chant a little insulting [charm of life and death specifically] but you can call on Dragons to enchant your objects. This particular one I don't think would work.
The first time I saw this charm was from a book called 'the 21 lessons of Merlin's. I know it has been around for quite a long time but I have yet to discover its origins.
My understanding is that 'charm of death and life' is akin to calling something the alpha and omega, or 'be-all and end-all'.
I see this short prayer as essentially saying; Great serpent who'se very breath is the beginning and ending of all, bring (this thing I want) to reality/fruition.
Their are innumerable practitioners and practices that don't make any sense to me or that I find objectionable. That speaks more about my personal sensibilities than about the practitioner, their practice or the success of their workings.
To Spirit76. The ''21 Lessons of Merlin'' is a book full of absolute nonsense written by someone who has no clue about what he was writing about. I wouldn't take anything in it as accurate.
A chance could enchant an object or be used for simplistic spells. However, you cannot summon anything by only saying a vague chant. As outlined, this does not work.
My sense is that it's a charm of invocation to summon power, from an established and familiar source, to infuse whatever the practitioner is currently working, and/or an evocation to trigger access and release of prior complex workings to similarly infuse whatever the practitioner is currently working.
I think it's a mistake to speak in absolutes about things that we can only ever know from a limited personal perspective. Spells may be schematics and specific formulas to some but they are abstract, artistic expressions to othes, and still something different to someone else.
Obviously, some rando seeing and uttering this chant for the first time with no context isn't going to create some spectacular effect, but for someone who has integrated it into their practice over time as it suits them, it could be very powerful.

The first time I heard and became aware of it was in 1981. I've used the charm when I needed to energize a spell and also when I needed to build/generate personal power, i.e. invoke a particular quality of mystic power, similar to invoking The God or The Goddess, but without their specific identities influencing the quality. This state of energy manifestation is great for navigating situations where I need to be ''big'' or expansive pressence.
