Make a circle and put the water and rock to the on each side of the circle. Take the paper and draw or write what you want your world to look like be vary specific add land marks, cities and such.
After you are done put the paper in the middle of the circle next to the water and rock (which should be on the left and right) then chant: "oh gods and goddesses lend me this land to call my own. Lend me this land to call my own!" Then after a day or so a portal will appear.
Alright this needs to be said. While there’s no doubt of the the knowledge to you have and you are right the laws of nature are limited but if one actually looks around one will find that almost everything around us everything in our daily lives there was a time where people said the same words you always do. That’s impossible that will never work. Example tv wasn’t always a thing WiFi another big advancement that was once thought impossible. Another example modern health care advancement. My point is everything we have in this modern world was created by the people who dared to test and push the limits of what was that to be impossible in there time and more so They succeeded despite being told it was a waste of time. The natural world is always adapting growing and changing as does nature itself so it stands to reason that magic can do the same my point is instead pointing out how things are impossible or will not work why not let us figure it out for ourselves if doesn’t work no harm done but you just may be shocked by the results Just a thought
No offense but technology isn't comparable to creating another dimension at all. In addition, even if other dimensions exist, magick couldn't create them. Using the examples you gave, magick cannot create TV, magick cannot give you WiFi connection, and magick cannot cure illnesses or vaccinate people. No matter how much people want to push back and argue about things like that, the fact of the matter remains that no one has ever opened a portal with magick. There's literally no proof nor any reason to believe that would be possible.
