Here is a great video I have found that shows you how to make a wand for basically no cost. :P

Although his wand by the end is dull and boring, feel free to stain yours, to put some coat of wood preserver/shine on it (just to keep it nice) and use a better chord than yarn (suede is a good option, or leather, whatever is comfortable).

You can also use copper wire to adorn it ,i did that for my handmade wand and it looks very beautiful and in same time copper impowers the wand too so with one thing added you achieve two things in same time .
