A crystal ball is a a form of quartz, they are used for scrying and hold many of the same properties that a quartz crystal holds. A blown glass ball is just glass, made from silica and sand. I would think of a blown glass ball as more of a witches ball or gazing ball (depending on how it is made) than as a substitute for a crystal ball.
However that is my opinion and not fact.
