magick is a natural force of nature [like the air, it's invisible, part of us, yet few people stop to notice it unless it's kicking up a storm] since this is natural energy, there's really 2 universal truths to it:

1. it only effects energy
2. it only works with natural law

as a human, you cannot physically change genders by waking up one morning and telling yourself you are [some animals can, humans cannot create this physical change.] therefore magick cannot swap your gender to the one you feel you should be but physically are not.

with that said, some magickal options could be beauty spells [so people see you as the other gender. perhaps look for a face wash with sun or moon water depending on the gender you wish as these would contain the masculine or feminine energy of the sun/moon] you could also look into money spells to help you save up for the surgery, wish spells [and possibly healing spells] to help you get through all the steps quickly so you can be approved for the surgery [assuming of course that's what you wanted, i'm sure if you just wanted hormone therapy or something a spell could help you get approved as well]
