Psi balls help teach some practitioners about directing energy (commonly referred to as energy manipulation) and expanding your own energy. They are literally balls of energy and do not have any physical effect. There are different effects on practitioners have when accomplishing the task. They might feel buzzing on their hands, moving their hands closer or farther apart might feel like a magnet, a heating sensation, it varies among each individual.
As said above, they are for learning energy manipulation starting with feeling your own energy.
The way I was taught, energy is all around us and sometimes it sticks to different things and leaves a sort of tone, as well as the energy we give off constantly (usually called an aura). The main points of our bodies that give off the most energy are openings, such as the eyes and mouths, chakra points (depending who you ask), and the soles of our feet and palms of our hands.
The woman who taught me to create and feel psi balls said not to cross your limbs. Energy is moving through our bodies constantly and crossing your limbs can block it. I like to think this correlates to when people are being defensive in their body language or feel tense, they tend to cross their limbs in some way.
She also said it was best to sit in a chair with the soles of your feet planted on the ground. We were all wearing shoes and indoors at the time, but I would imagine that being outside and barefoot would make for a better experience.
Finally, she said to close your eyes and place your hands about half a foot apart, rounded as if you're holding a ball. Visualize and feel the energy running through your body and through your palms. Visualize it swirling around in your hands. It could feel tingly, warm, like a subtle pressure. If you push your hands together (not hard enough to break it) or pull them apart (not far enough to drop it), you should feel it either pushing back or pulling back respectively.
You won't see anything. Energy doesn't work like in Hollywood with bright lights and explosions. You'll know simply because you'll be able to feel it.
If you play with it for long enough, you'll be able to expand it or shrink it, as well as feel, sense, and focus energy in other aspects as well. It can be very useful to be able to sense the energy around you, if it's your own or another's.
Personally, I have been able to sense the presence of spirits this way. It also helps me know when it is time to do a cleansing in my space because the energy stops feeling quite as fresh to me.
I hope this helped. If you're having trouble getting it quite right, there are plenty of articles on this site (and I would imagine videos here or on Youtube too) that can provide a guide. Just be wary of any that claim you will see some insane amount of light or anything. A lot of people like to embellish these sort of things.
Think of Psi-balling as a form of meditation, tailored to gaining awareness of your personal energy and how it moves. It is also a good exercise for practicing visualization and feeling the results of intent and focus.

The exercise is largely inspired (and influenced) by ideas and philosophies practiced by sects like Shao Lin, Buddhism (particularly the monks and the practices within their temples), and Tai-Chi chuan. (I know I butchered the spelling of at least one of those...)
Practice the exercise with an intent/goal of tuning into yourself. From physical things like your breathing and posture to your thoughts and bodily sensations as you build, gather, and move your energy. It can become a useful foundation for later practices of grounding, channeling, healing, auric work, and so-on.
Eventually, if you get an opportunity to learn some traditional arts like Tai chi or chigong, it can be a wonderful supplement. Even if it is just a few months of the basics. It really can be eye opening how we take for granted even the most basic things, yet we don't actually do them. Like breathing well will full breath. Mindfulness in activity. And being aware of the internal effects of our everyday thoughts and reactions.

Silliness aside, any genuine question does eventually gain some sort of genuine response around these parts. Though in fair warning they are also honest ones so on occasion they can be a bit blunt. I have found the intention to never be to mock though, in fact quite the opposite. It is out of a desire to give useful information or to correct a fallacy.
On some rare occasions it is to bring a person back to earth a bit by hitting the reality button. Unpleasant, but everyone needs it eventually. As my Aunt used to say; "It's fine to have your head in the clouds, just as long as you keep your feet on the ground."

The Psi ball is one of those silly but serious things when it comes to the craft and the occult. Many question about them and they are certainly not stupid questions or something to be made fun of for it's very common to have new beings ask about them.
Learning to gather and redirect energy is most important for any type of energy manipulation whether it be a spell, ritual, or other casting such as a ward, charm, cleansing, or banishment that energy is being gathered and redirected for a specific purpose. The energy, chi, or psi is gathered from the energy field of the practitioner as well as from the universe as we breath in deeply and with focus, absorb the sun's or moon's rays, soak up the fire's glow and warmth, or hear the drum beats as we or another plays. This energy is then redirected to the hands and constructed into a sphere shaped object. It can feel warm or cold depending on the practitioner. Manifestations such as these are good practice for then using the energy in the casting of a spell or for another type of magical working. A wand will help increase the energy one gathers and helps to redirect but a finger can also help point the energy in the right direction. Casting a circle with a wand or finger is the next type of energy manipulation one can try. It is very practical and I often meditate in protective circles now like I often did to learn during my teens.
